OCI: Unable to Perform dnf update

Symptoms:

“dnf update” fails with the following error:

# dnf update

Error: 
 Problem: package oci-ansible-collection-4.15.0-1.el8.x86_64 requires (ansible >= 2.9.0 or ansible-base > 2.10.0), but none of the providers can be installed
 - package oci-ansible-collection-4.15.0-1.el8.x86_64 requires ansible >= 2.9, but none of the providers can be installed
 - package ansible-core-2.14.2-3.0.1.el8.x86_64 obsoletes ansible < 2.10.0 provided by ansible-2.9.27-1.el8.noarch
 - cannot install the best update candidate for package ansible-2.9.27-1.el8.noarch
 - problem with installed package oci-ansible-collection-4.15.0-1.el8.x86_64
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use not only best candidate packages)
