Retro Not Processed for Payroll Element using balance of ICP Element in Calculation

Summary:

There is an existing 'HA' Payroll element (Standard Earnings) with linked 'HA Retro' element. 'HA' element is being processed correctly in the payroll calculation.

We have now introduced a new Information element called 'HR' which is linked to an Individual Compensation Plan (ICP) called 'HR HA Plan'.

The idea is to use the final amount of 'HR' element in the calculation for 'HA' element in such a way that if any value is found for 'HR' element, that should be considered. Otherwise there is a different set of calculation based on which the final amount is determined for 'HA' element.
