Duplicate Learning Outcomes on Talent Profile

I have come across multiple instances, where an employee have same Learning Outcome is listed twice on their Talent Profile.

The root cause is that the the two different Learning courses that the employee completed, had same Learning Outcomes. According to Oracle, there is no duplicate checking on the Enhanced Talent Profile (Oracle Fusion Profile Management: Duplicate Values Are Allowed in Enhanced Talent Profile (Doc ID 2655733.1)).

If this is supposed to be an expected functionality, then I would assume that there should not be any impact of this scenario. But there is: If the same employee applies to a job internally, he/she would face an error '
