Best practice - Multiple or single Business Units in PPM?

My client operates in US and they will have one ledger. However, to restrict the departments in HCM, they are thinking to define 27 BUs so that one department will be mapped to one BU. Is this a recommended approach? Also, what would be the downside of defining multiple BUs for PPM and Grants in this given scenario? What is the recommendation (best practice) - single BU or Multiple BU?
