Can we make the Global Talent Community Pool visible only to a particular role (Recruiter)?

Summary:

We have a requirement to add the ability to maintain candidate pools to our Hiring Managers, who are not recruiters. When we do this, they have access to the pool that they have been assigned but no others. However, the Global Talent Community Pool is visible and they can maintain that pool also. We need to be able to restrict the visibility of that pool to Recruiters only. Can we do that?
