Why cant I find AI Apps Administrator under Tool (quick link)

Summary:

We planned to use newly (23B) rolled Intelligent Account Default AI feature in Fusion Payables. The first step is to add role 'Application Implementation Consultant' to an user to get access to AI Apps Administrator under Tools. But, unfortunately could not find it after all I could have done.
