How to use create absenceAttachments API?

We are currently having issues using the absence attachment API for Oracle Fusion HCM.

Please assist in providing an example of the value for the FileContents field when posting a File attachment using the absenceAttachments API

The absenceattachment API returns the relative path for downloading the attachment file (FileURL). Is this the complete path? Also when the path is used it returns "The requested URL was not found on this server".

How can we either download the attachment or view the folder of the attachment (DmFolderPath returns null)
