Profile: How to create a content item?

Summary:

Hello,

In item catalog page, there is competencies. We have clicked on it and add one item named 'Managing Performance'.

And then we saw the 'Related content items' tab. When we try to add a content item, it's blank.

We would like to add some content items but cannot find the path/screen to create it.

Please advice. See below screenshots.
