Does anyone have an idea on how to Call Third Party API from Fusion via ESS Job

Summary:

We have a standalone Oracle DB and and API that exposes the data from a specific table. Since we can't connect OTBI to other DB, we just want to be able to call this API thru Fusion ESS Job, so any Oracle Fusion User can run the ESS thru Scheduled Processes and receive the report thru email.
