Can we prevent users to Override the default Grade Ladder Rate Salary?

We want to restrict overrides to the Salary which gets defaulted from Grade Ladder Step Rate. Is there a way to configure this?

We use Grade Ladders for our employees in Slovakia and each ladder contains specific Grades and Steps with a defined rate value. The Salary which gets defaulted for employees based on assigned grade ladder and step should be restricted from Overrides as no exceptions are allowed to the derived rate. How can this be achieved?
