HDL Load - Error loading JobOffer.dat file

When trying to load the JobOffer.dat file to create an offer to the candidate via HDL, it gives the following error:

"ADD_PEN_WKR values ​​are not valid for the PreselectedHrActionId attribute."


Below is the Metadata I am using for the load:
