Ability to provide supplier data access based on users

Summary:

Need to have user-basis access to supplier master

Content (required):

Requirement is that business has various departments that deal with suppliers such as HR has their own set of suppliers, Admin has its own etc. Client requirement is a person from HR should only be able to edit and view those suppliers who are related with HR. A person from Admin will only be able to view suppliers related to Admin.

I can capture the department in DFF. However, I am unable to figure out how the access can be configured so that only certain set of suppliers will be available to users?
