Employee approval rule when his manager add a development goal

On Career development I have this requirement , our customer want that if a manager Add directly a development goal on his direct report development plan (NOT using the shared goal option but directly on his developments goals) , this development goal should be approved by direct report ( subordinate employee) in order to be added into this employee´s development plan
