Headcount should not be 1

By default each employee that is being create will be with Headcount = 1 ( We are not using positions )

BUT We have some employee types thet the Headcount should not be 1 because we don’t want them to be taking into consideration in the Headcount reports

How can we influence that the Headcount will not be by default 1 but will be according to other parameters?
