How can I get a REST notification after completing an import activity?

I am testing create import activity service REST API to update accounts via API. An external API was registered which is located in OIC and we get the notification successfully if the import activity is created manually. However, if we create the same import activity via REST API, it gets suck in “Queued for import” status. I am attaching one example of the file which is uploaded to update Account objects
