Options in Actions for Failed Transactions not showing in Transaction Console

Hi. We had enables Transaction Security in our POD and they can see only transactions in the Transaction console based on their Person security Profile. For failed Transactions, for an employee who is terminating submitted transactions that was submitted by other employees under his AOR, he can see these actions:

But when they are the ones who submit the transactions, they cannot see this actions:

I already added ORA_HRC_HUMAN_CAPITAL_MANAGEMENT_APPLICATION_ADMINISTRATOR_JOB to their roles, but they cant still see the options.
