Why is Adjusted Percentage Field Defaulting?

Summary:

Hi, we are trying to submit Transfers without a salary change, yet these transfers are still being routed as if there is a salary change. Upon a closer look at the Transfer page, it seems that in the Salary region under the Adjusted Percentage field, the amount is automatically defaulting to 0.0001% when it should be 0.0000%. Even when we manually adjusted the field to 0.0000%, the approved transfer still shows a salary change (please refer to the screenshots of the Employment Element Entries Details page with the Effective Date of 08/31/2023 and 09/01/2023).
