Enrollment Certification Required Fast Formula

We have a requirement to trigger EOI (proof of good health) when employee chooses coverage amount over 300k.

I created a fast formula of type Enrollment Certification Required to enable the certificate based on coverage amount selected by EE.

However, this FF is being triggered when I add the life event - not when I process the enrollment.

Based on Oracle documentation, this is the right formula to use..Has anyone be able to successfully implement EOI requirement using this FF?
