OCI: DHCP Fail After Reboot With Error "libdns-export.so.1102: cannot open shared object file"

Symptoms

 After performing an upgrade the system fail to configure the interface.

The boot logs show:

Dec 2 12:30:56 <HOSTNAME> network: [FAILED]
Dec 2 12:30:56 <HOSTNAME> systemd: network.service: control process exited, code=exited status=1
Dec 2 12:30:56 <HOSTNAME> systemd: Failed to start LSB: Bring up/down networking.
