Extend Offer button is not available for some requsitions

Summary:

Need help with any work around or solution to extend offer for requisitions which uses old CSP where extension was not allowed.

Content (required):

We are implementing Offer Letter Feature only for two countries.

We only had one CSP in past which was set to Bypass Extend Offer for all countries.

Now, since we are implementing Offer Letter feature only for two countries, we have duplicated the existing to create a new CSP and disabled the Bypass Extension for new CSP as we will need to send offer to candidate from system using "Extend Offer" button.

But the issue we have observed is for the existing requisitions created for those two countries which still uses the old CSP does not allow to extend offer to candidate as Extend Offer button is not available.
