How to have a category (without any item and Agreement) displayed on 'Shop By category'

Summary:

I have defined an item category called 'Services' and have it on the catalog category hierarchy. I then create a Local Catalog and want to make this category available under 'Shop by Category' but without it being part of any Purchasing Agreement.

Kindly let me know if this is possible? If not, what are the workarounds?
