How to set approval based on profile content Item action such as delete and edit?

Can we just set approval based on content Item when its added and not when the content Item is deleted or Edited in talent profile? For example if the license and certification is added by employee approval is routed to line manager but when Employee makes changes to any attribute i.e expiration date updated that particular certification the transaction is auto approved? Is there any creation flag as attribute in talent profile as what we have similar for goal management ?
