Not All Internal employees not coming up in candidate search in new instance

Summary:

In our new environment, out of 500+ employees, only 15 are showing up in candidate search in ORC, where as employee database load is done and are visible in other sections. We did run all the required process, but still not all employee data is coming up. Any inputs on this is much appreciated.
