Recieving a RapidStart error when user attempts to upload Chart of Accounts

We have a user who should be able to upload the Chart of Accounts, but is receiving the error: "The user doesn't have read permission for Job Definition ProcessRapidStartInput" Does anyone know the genesis of this error and what role/privelege i need to get this user to get past it?

I cannot find any information concerning this error online and am not sure how to proceed.
