How to restrict creation of internal candidate profile based on LE/BU/Departments?

Can we use ORC Module for Shared Service Models where local councils HR & Payroll Services to external entities (Schools, Academies, NHS, Fire Fighters , etc..)

Hi Team,

Our Client is providing HR & Payroll Services to multiple external entities and running HR & Payroll Services. They are using same instance for their HCM, ERP operations. Client want to implement ORC for their internal entities (Two). Clients do not want external entity employees candidate profile to be created in ORC so approach we are thinking to take is given below:

1. Not to run the Load Candidate into Candidate table process so that none of the candidate's profile gets created.
