How to move from "HR - Processing in Progress" to "HR - Pending Manual Processing"

Summary:

Hello, we are looking for a way to delete job applications even if they have already been moved to HR (for GDPR purposes). Based on our tests, we can only move a job application to the inactive states (Rejected by Employer or Withdrawn by Candidate) if the application is in HR - Pending Manual Processing. We were able to do this via HDL.

We know that we can use "Return to Manual Processing" in Manage Job Offers, but we need to do this by bulk. Is this possible via HDL or REST API?
