Custom Primary manager Hierarchy in WFC

Hi Everyone,
Can someone please help us understand how the Compensation Hierarchy Determination formulas works? We have a requirement that Top approver should be the one in the Job of Vice president. and there are multiple vice presidents in the organization. Hierarchy should be level 1, level 2 manager till it reaches a VP. Any suggestions on how to achieve this?
We are tying hard coding to start with, Tom is our VP in the below example. But still the hierarchy is rolling up till CEO when plan is ran for employee Ryan. can anyone please help on what the issue with the formula
