Assignment and Person Information for Whole Employee Population

Summary:

Hi - I have created a report that is supposed to pull in a combination of Assignment data, comp data, work relationship and person real time information (4 subject areas). It is working for the whole population as long as you don't enter the legislation prompt. However, when you enter legislation of U.S. it is dropping off 13 employees - the person who runs the report, the CEO, the board of directors and one random employee. I can't figure out why this report would work for 10,408 other employees but would drop these 13 out. There are no shared characteristics
