Does the "Prohibit self-approval rule" override the "Allow user to approve their own transaction"

Summary:

For delegations, if the "Allow user to approve their own transaction" box is checked, we expect that to take presidence over the rule, but it seems to be the opposite. Does anyone know for sure?
