Approval Rule issue

Hello Experts,

We have a learning approval rule that says users will receive an FYI approval email if they have the application role LEARNING_ADMINISTATOR_VIEW_ALL_DATA. However, the approval email is also being sent to inactive users. Is there any way we can apply a condition to our approval rule so that approval notifications only go to active users instead of inactive users?
