Pull all of one HR Action as long as another HR Action doesn't exist after

Long title after contemplating how to ask this...:)
My analysis pulls all HR Actions that equal 'Termination.' What I need to do is exclude any worker who had an HR Action of 'Rehire,' or any other HR Action, I suppose, after the Termination. Ex: My report shows all those with a Termination HR Action for the past 6 months (March - Sept). If someone was termed on June 1st, but then rehired on August 1st (both dates within my scope), I don't want them to appear on the report. Basically, I need all 'final' terminations only on the report. Is this possible?
