How to prevent requesters from creating requests in certain inventory organizations

Goodnight.

We have a business requirement where some requesters can create requisitions for inventory organization A but cannot create requisitions for inventory organization B. The two organizations are under the same BU.

I tried something with data access but the procurement requester roles can only be used with data access per BU.

I thought about content zones and found the same situation.

Any tips?
