Auto Rejection is not working

Summary:

Hi Team,


We are trying to auto reject one of the condition in Learn request approval workflow.

Criteria is when Election Staff of particular department tried to enroll themself into instructor led courses it the request should get auto rejected. But when we try to test it , it is failing.

If any one can help?Pls.
