Define Geography Hierarchy for the country Argentina in 3 levels

When trying to configure the Geographic Hierarchy Structure for Argentina at 3 levels (Country, State and City), the Level 1 and Level 2 fields are equal to Not Available:

Then, when trying to configure the Geographic Hierarchy for Argentina, the State and City options do not appear:

I need to do the same configuration for Argentina that was done for the country Brazil (below):

When searching through Oracle's documentation, it says that some countries may have Level 1 and Level 2 Not Available, because the structure of this country has not been defined in the main geographic hierarchy.

Could anyone help me by telling me where this configuration of the Main Geographic Hierarchy is? From what I understand, that's what's needed for me to be able to configure the country Argentina at 3 levels (Country, State and City).
