Unable to view available programs in Promotional Claim

Hi All, I am trying to create a promotional claim. I was able to import a CSV file with an AR invoice but I'm unable to see any available program in promotional claim. Also, unable to view checkbook balance. Request your input to debug this issue. Thanks in advance.
