Unable to select "Manage SMS Configuration" in setup and maintenance area

Summary:

Looking to understand what is required from Twilio to set up SMS communications. I have tried accessing the Manage SMS Communications page as noted in documentation and the option is greyed out. My user has both campaign administrator and campaign manager role access.
