How to enforce per diem eligibility (cannot be within employee's home city)

When defining per diem policy, there is a Eligibility section with the option to enable "Travel Can't Be Within Employees Home City". I enabled this option and activated the per diem policy. However, when I create expense items for an employee in their home city, there was no policy violation warning. How should you use this flag?
