OGL guides not working in Journeys

Summary:

Since moving to 23C, OGL guides that previously worked in Journeys (specifically a series of smart tips) have suddenly stopped working.

Resetting the targets hasn't helped. There are no step conditions impeding their appearance. They appeared correctly and as expected up until 23C was implemented today. The tips ranged from hover on display pop-ups when you hovered over the "Explore", "My Journeys" etc. buttons, to tips on how they are meant to complete specific tasks relating to active journeys (i.e. "Ensure that all employee absences, timecards, expenses, and PDRs are up to date, then select Done
