Text from Oracle Planning to Narrative reporting

We have a requirement where the data source is Oracle planning for Narrative reporting PDF Report Package (which consists of Word doclet & Reports as reference doclet.

So the user should be able to enter text (a line or 2) against an intersection in Oracle Planning and it should be reflected in Narrative Reporting.

Or

The user should be able to enter these text in Narrative Reporting.

-> I tried using the "Notes" feature as a column but it allows the user to only add notes to the report, not the report package because we have removed content control for the report.

-> We tried the text option in Oracle planning but we see data in high-level form so the text cannot be aggregated.
