Change order stuck at Open status

Change order stuck at Open status

Content (required):

Customer user created a commercialization change order. It was assigned to a product supervisor. However, this ECO is unable to be submitted for approval. When you hit the Change Status button, it only display a little menu with no options (almost not visible). Also, Change Status menu is disabled.

There's no option to make this ECO move forward. Customer product supervisor cannot see this ECO either.

Why could this be?
