Goal approvals needs to be on completion of goal only and not for modfiying attributes

Hi,

Customer is requesting if any update except completion of the goal manager can be notified (FYI) like updating goal key attributes .. but In case of completion of the goal the manager will approve.

I searched in the approval attributes but I couldn`t achieve it ... Is it possible to achieve this requirement or not?
