Manage Control Budget- Exempt Company from a Range

How can I set company segment 118 for account 144356 to be flagged as a budget account and all other company code to be exempt.

Company Code 000 to 225

Account= 144356

All company code except 118 is exempt from Budgeting. There fore I went to Manage Control Budget>Select Budget> Go to Supplemental Rules>Click on Plus (+) to add

The company segment does not give the filter option to select "Does not equal", Does not Contains, Is less than, is greater than for me to exclude company 118.

Is there a way to do this or I am missing something. I have a lot of accounts that are exempt from budgeting for particular companies.
