error creating the ATP Operation failed because the OCI tenancy with OCID xxxx not in active state

in OCI - General

I'm not able to create an autonomous database. I'm on a free trial period. I've just found out the following message "Your account provisioning is in progress. You will be able to access the feature after the provisioning is complete." The error I got when creating the ATP is -> "Operation failed because the OCI tenancy with OCID xxxx is not in the Active state"

I say

this tenancy was created more than 12 months ago and I was able to create resources in the past
