Talent Discussion Meeting- Prior ratings Start and End Date

While creating a new talent discussion meeting, a manager was unable to save the meeting using today's date ( 9/21/23) with the prior ratings start date of 1/1/23 and prior ratings end date of 12/31/23. When they tried saving the meeting, the received the following error message: "You need to enter prior rating dates that are before the current meeting date (HRR-3225076).

Is this expected functionality? Managers should have the ability to add a discussion meeting that takes place within the same year of the prior rating start and end date.
