How to create Job Requisition Job level approval skipping various Job Levels

Summary: Trying to create an approval flow where the job levels are set and the approval should go to the budget manager directly, skipping various levels in-between.

Job Levels 3-10 create job requisitions. The approval starts at Job Level 3-> 2 -> Finance. Unable to set the approval to do that. The levels are in descending order of Management to Employee from 1-10 with 1 being the management and 10 being the base level employee.
