"Remove content control" in Word doclet

In my PDF report package, I have a Word doclet that has a report embedded as a reference doclet.

If I download the Word doclet and open the report, I can see the report is uneditable and the user can only update any text outside the report, whereas if I right-click the report and click on "Remove content control" then I'm able to edit the content of the report, which any user should not be able to because in our case the data is coming from planning and it can be manipulated. If I upload the Word doclet back, the report is not linked anymore because any data update is not reflected.
