How do I stop my Always Free Tier ADB database from shutting down every 10 minutes?

Summary: After my trial version expired, the ADB and APEX instance on my Always Free tier will only run for 10 minutes. I need to manually restart the APEX instance every ten minutes in order to keep it running. I need the Always Free tier instance to forward to my newly paid tier OCI instance since our organization has published a QR code using the URL on the trial site to direct the public to our APEX application. Oracle engineers ensured us that our QR code would continue to work for our new paid instance by using a re-direct within
