Can you please advise why a update to project code trigger emails for performance documents

Summary:

Hi Team,

A project costing change triggered a transfer of a performance document (it didn’t do a transfer, just triggered the alerts). 

The notifications were triggered when changes were made by payroll.

Is there a way for changes made by payroll to trigger an option to send a notification?

eg: Person A's reporting line was with B , and when we made a change to A's position number for costing, it triggered the notification saying that A's performance document has been changed to C
