How to exclude candidate while implementing auto complete rule for Person Legislative Information?

Summary:

Person Legislative Attribute DFF is configured and DFF context is configured by country. We have requirement to validate those contexts by country. So we have raised auto-complete rule request for implementing this validation and it was approved. I configured that auto-complete rule and it was working fine, however during our testing we found out that it is getting triggered while candidate is applying job in ORC. I could not find any field in rule to exclude this validation for candidates. Can you please guide me how to exclude candidate from this validation?
