Nudge Task in journey not complete

Summary: I'm configuring a nudge to send an email when the task in the journey is not complete. An email is not generated after I run the Process HCM Nudges job. I have a few other nudges and emails are executed as expected. Perhaps the issue is related to the task Identifier which I think is the tast sequence number in the journey, but i cannot find any documentation stating what it truly is.
